The early stages of redevelopment on East Rosemary Street are leading to regular closures over the coming weeks.
Starting on Monday, the downtown Chapel Hill road will be closed to thru-traffic on weekdays as construction crews complete utility work underneath the street. A release from the town government said motorists can expect the road to be closed in both directions between 9 a.m. and 4 p.m. for weekdays until Monday, December 6.
Drivers, bicyclists and pedestrians should follow the posted detour and road signs along East Rosemary Street, according to the Town of Chapel Hill. Access to the Wallace parking deck will still be open, but only from the Henderson Street side of East Rosemary Street.

This redevelopment some of the first steps in extensive changes planned by the town government and North Carolina-based developer Grubb Properties. The destruction of the parking deck at 125 East Rosemary Street in July marked the start of the first phase of the project, as the town plans to build an expanded, seven-story parking deck at the site. Grubb Properties ceded ownership of the land to the town in exchange for the ownership of the land where the Wallace Deck currently sits. The developer plans to build an office building and lab space in place of the Wallace Deck, with the goal of creating an “innovation district” along with its properties at 135 and 137 East Franklin Street.

The Town of Chapel Hill’s release regarding the closures of East Rosemary Street said that town staff “will monitor parking and neighborhood traffic conditions” as people adjust to the detours and traffic changes.
